Bill Balan is Vice President Finance and Administration at the University of Winnipeg. Previously, he served as the Executive Regional Director of the Department of Canadian Heritage for the Prairies and Northern Region. Bill’s extensive work in Heritage and Culture has also seen him involved with inner-city issues across the Prairies and in Northern Canada.
Much of this work dealt with poverty, minority issues, accessibility and quality of services.
